Admission of foreign citizens and stateless persons to the Private Higher Educational Institution “European University” in 2026 is carried out in accordance with the legislation of Ukraine and the Admission Rules of the University.
The admission procedure includes submitting an application through the Unified State Electronic System, generating an invitation to study, verifying documents, completing the document recognition procedure, taking entrance examinations, and making a decision on enrolment.
Admission to study in all forms of education is carried out by submitting an application for the generation of an electronic invitation to study in the Unified Interdepartmental Information System of Ukraine for admission to institutions of vocational, professional pre-higher and higher education, hereinafter referred to as the Unified System, regardless of:
Issuing an invitation to study through the Unified System is the only possible way to obtain an invitation to study in Ukraine.
First of all, the applicant must create an electronic user account on the website https://apply.studyinukraine.gov.ua/home, submit an application in electronic form for the generation of an electronic invitation, and upload the following documents:
passport or identity document, with translation into Ukrainian and notarisation;
education document and supplement thereto, with legalisation, apostille or consular certification;
photo, a colour digital image of the face.
All documents must be uploaded in .pdf or .jpg format.
Step-by-step instructions for registering the applicant’s electronic account
Admission of foreigners to bachelor’s and master’s degree programmes at the expense of individuals and/or legal entities in 2026 will be carried out by the Private Higher Educational Institution “European University” from 01.09.2026 to 25.10.2026, but no later than November 1. Admission to the preparatory department is carried out throughout the year.
After receiving an invitation from European University, the applicant must contact the Embassy of Ukraine in their own or a neighbouring country and apply for an entry visa for study in Ukraine.
Arrival for study at European University
After determining the date of arrival in Ukraine, the applicant must provide information to the International Educational and Preparatory Centre of European University regarding the method and date of arrival. This will help simplify the procedure for crossing the State Border of Ukraine. From the moment of crossing the border, the foreign citizen or stateless person must appear at the University within no later than three days for enrolment.
To be enrolled at the University, a foreign citizen or stateless person submits the following documents:
Important! Citizens of the Russian Federation, the Republic of Belarus, except for the list specified in paragraph 7.2 of the 2026 Admission Rules, the Islamic Republic of Iran, and the Democratic People’s Republic of Korea who do not have a permanent residence permit in Ukraine are admitted to study upon individual permission from the Ministry of Education and Science of Ukraine.
Educational documents of foreign applicants issued by educational institutions of other countries must undergo the mandatory recognition procedure at the Ministry of Education and Science of Ukraine.
The recognition procedure is paid for by the foreign applicant.
In the absence of confirmation of authenticity and/or equivalence of the foreign education document, the University expels its holder.
The processing of documents for the Ministry’s decision on the recognition of foreign education documents is carried out by the State Enterprise “Information and Image Centre” of the Ministry of Education and Science of Ukraine, which performs the functions of the National Information Centre of Academic Mobility ENIC Ukraine.
If the applicant for the recognition procedure is the University, the holder of the documents additionally pays the cost of the service to the University cashier’s office.
As a result of the recognition procedure, the holder of foreign education documents receives a certificate confirming the right of the holder of documents issued by an educational institution of another country to continue their education.
Procedure for registration of the right to temporary stay or residence on the territory of Ukraine
A visa is a stamp in a passport certifying the right of a foreign citizen or stateless person to enter Ukraine. A student visa, type D 13, is granted to persons entering Ukraine for the purpose of study, including pupils, students, postgraduate students, and interns.
Foreign citizens and stateless persons who have arrived in Ukraine legally may temporarily stay on the territory of Ukraine for the duration of the visa and, no earlier than one month before the end of the period of stay, must contact the University to prepare documents for a temporary residence permit in Ukraine.
To obtain a temporary residence permit, the following documents are submitted:
A temporary residence permit is issued for the period specified in the document confirming the fact of study in Ukraine.
In case of changes to the information in the foreign citizen’s passport during the validity period of the permit, this information must be submitted to the territorial body or unit of the State Migration Service that issued the permit within one month from the date of such change.
When entering the next level of study, documents for extending the validity period of the permit must be submitted to the Migration Service no later than 15 working days before its expiry. If the temporary residence permit has expired and was not extended in due time, the foreign citizen must leave Ukraine and obtain a new entry visa in order to continue studying.
If a foreign citizen is expelled from the educational institution, the University must notify the Migration Service of the termination of their studies within 10 days, return the residence permit, and cancel the registration. After that, the foreign citizen must leave the territory of Ukraine within seven days.
